Yes it is part of the SWAP Festival.

From http://www.swapfestival.co.uk/home.htm

The weekend of Friday 1st July – Sunday 3rd July sees Manchester play host to the very first International SWAP Festival, with some all-time great songwriters playing alongside unsigned artists and emerging talent from across the UK.

With some exclusive live performances, SWAP Festival promises three jam-packed days of outstanding musical talent from a fantastic diversity of including world renowned Steve Earle (aside from Glastonbury, this will be Steve Earle's only UK festival performance of 2005), Shane MacGowan, The Be Good Tanyas, Kathryn Williams, Allison Moorer, Patrick Wolf & Thea Gilmore plus more special guests to be announced.
