Nick Cave
Leonard Cohen
Paul Simon
Jaromír Nohavica, Karel Plíhal
(The Pogues go without saying, of course.) :)

Btw, a pain in the neck that we can hardly share our favourite songwriters from non-English speaking countries. E.g. the above mentioned Czechs, Nohavica and Plíhal, are absolutely great – both as musicians and as lyricists, their songs varying from lyrical up to incredibly crazy ones with terrific puns and verbal humour. Makes me think what great songwriters are unknown just because they write in languages other than English. To hell with those forefathers of ours who caused the language confusion when building the Babel Tower! ;)

Oh, and (not previously mentioned, i think):

Ray Davies
John Martyn

And Zuzana, yes, you're right, we miss out on so much by not being multilingual. It's possible still to appreciate the quality of the music, or even the passion and beauty of the song in an unknown language, but the lyrics are a mystery...
