I wouldn't mind "implanting" another Irish-oriented band to our lands, but according to this site they are (or rather were) from Moscow. Also their accent is everything but Czech. (And no matter how I strain my ears, I cannot hear any Czech anywhere in the song - are you sure you were not hearing things? ;-))

By the way, there are many other songs by Irish/Celtic bands at the above mentioned site as well - not Pogues covers, and not only by bands from Russia.

At the beginning, before the song actually begins - there are only drums - I hear: "Nesměj se, fotografujou nás." "Trochu nervózní, co?"
But I might be wrong :-)

They are Russian. At first they called themselves Slua Si. Then their frontman left with the name so they transformed into Si Mhor. Later he gathered renewed Slua Si. Now both bands (or rather some musicians of both bands) have a joint project - Clann Lir
