A quick search for "MacGowan" turns up 59 titles that HFA represents, and only two of them are actually by Shane ("If I Should Fall From Grace With God" and "Body of an American").Pete Walsh wrote:http://www.harryfox.com is the best place to start.
They're certainly worth a phone call if you plan to record/cover a Pogues song in the USA, but I still think that Perfect Songs, Ltd. is a better option. They're the actual publisher of the music and can at least point you to the correct mechanical licensing agency for your country.
