Who would someone contact if they wanted to do an official cover of the Pogues' music? I'm working on recording a CD and stuff, but I don't want to go around breaking copyright laws and all that stuff.

Possibly. I tend to doubt it though. HFA is a broker for USA and does not offer services (as near as I can tell) for other countries. A quick search for "MacGowan" turns up 59 titles that HFA represents, and only two of them are actually by Shane ("If I Should Fall From Grace With God" and "Body of an American").

They're certainly worth a phone call if you plan to record/cover a Pogues song in the USA, but I still think that Perfect Songs, Ltd. is a better option. They're the actual publisher of the music and can at least point you to the correct mechanical licensing agency for your country.
