Medusa being bad. Really. The IMG markup you're using is valid, and it's being correctly translated by
Medusa into HTML markup:

This HTML markup tells the browsers to "Using HTTP protocol visit the machine called
www.scrubbers.com and ask for the URI called /web/seattle.JPG." From there it's entirely up to the browser and
www.scrubbers.com to handle the retrieval/serving of the image and correctly insert it into the
Medusa page that the browser is drawing. I'm really not sure why it's failing for people on the first view. I'd bet money that it involves DNS (Domain Name Service) lookup timeout/failure on the first request.
