The Oscar-nominated Chocolat came next, wherein Depp based his accent on that of his friend, The Pogues' Shane MacGowan.
Did he? I've not seen the film, but I've just watched the trailer and it's just a general brogue from what I can tell

At least it was proudly announced in every interview or review...
"Chocolat"="brogue based on Shane MacGowan"
"Pirates"="main character based on Keith Richard"

I saw chocolat a while back and didn't make a connection, but I still think there is some Shane in Depp's body language in Pirates.

Any of you folks able to help me out here. My missus is reading Johnny Depp's bio, "What's Eating Johnny Depp?" and it says that not only did he perform with The Pogues on Top of the Pops, but he also was planning to release an album with his group Pee, which would feature Shane McGowan. Anyone able to confirm this and/or whether it was ever released?

He played/recorded/made video with The Popes
As for his P (the band is P not Pee, at least by name), there is a CD but Shane didnt contribute to it I am afraid.. Well, Shane payed visits to The Viper Room (if it's of any help)..

And here's the performance on TOTP. Erm, "in-your-face rock'n'roll" and a jacket potato:
