I think he means that public opinion in Ireland was largely against the smoking ban, just as public opinion in the UK was largely against invading Iraq, and neither governments' policies regarding those issues reflected the will of the people. I think he means that public opinion in Ireland was largely against the smoking ban, just as public opinion in the UK was largely against invading Iraq, and neither governments' policies regarding those issues reflected the will of the people.
