I think he means that public opinion in Ireland was largely against the smoking ban, just as public opinion in the UK was largely against invading Iraq, and neither governments' policies regarding those issues reflected the will of the people. I know Shane is supposed to be the clown here, the way they set this panel up, but it's the three twits next to him that sound truly idiotic (all the more so since they're so eloquent in articulating their stupidity).
